This document aims to launch an informal discussion on synergies between Horizon Europe projects using living labs and lighthouses in agriculture, Common Agricultural Policy EIP-AGRI Operational Groups, other CAP projects, and similar initiatives, using the Mission Soil as an example. Interested projects and initiatives are invited to explore and test the proposed ideas for collaboration.

This non-paper may contribute to discussions on the future Common Agricultural Policy, Horizon Europe, and the European Competitiveness Fund. National and regional partnership plans could build on living lab results through Operational Groups while preserving their bottom-up, farmer-driven approach.

It may also inform the upcoming EU Strategic Approach to research and innovation for competitive, resilient, and sustainable agriculture, forestry, and rural areas, announced in the 2025 Vision for Agriculture and Food. In particular, it proposes actions to accelerate the uptake and adoption of knowledge and innovation.
